Montgomery Divided On Agnew Taxes

Montgomery County leaders spent most of their Saturday meeting weighing state tax reform ideas proposed by the State Committee on Taxation and Fiscal Reform. Del. John A. Whitney described a shift from a 3 percent flat tax to a 2 to 6 percent graduated rate with local add-ons and a piggyback county tax. County officials and lawmakers debated upper limits, noting Montgomery bears 11 percent of the population but 30 percent of proposed tax increases, while county manager Mason A. Butcher warned the 6 percent cap may be too low. Council President David Scull praised the proposals if they avert new revenue needs. Additional items discussed included seating procedures for the county council, crime compensation, fair housing, assessor pay, farm assessments, and water and sewer plans.
