The Senate Foreign Relations Committee wrapped hearings on aid to Europe, Vandenberg set a drafting meeting for a bill authorizing billions for 16 free nations and Western Germany. Officials said the National Advisory Council approved a civilian aid program for China despite opposition, with funds to cover food raw materials and machinery, likely before a White House submission in a week or 10 days. Some argued military aid should also go to Chiang Kai-shek’s forces, leading to a split in views within the council.
