Delaware drunk driving law struck down by state Supreme Court
The Delaware Supreme Court invalidated the Crackdown On Drunken Drivers statute on a technicality, nullifying charges against about 1,150 arrestees through Jan. 30 and forcing a return to the old law with lighter penalties. Gov. Pierre du Pont IV planned a special session to reintroduce a compliant measure, while officials review licenses, jail status, and plea agreements.

Budget Basics and a Soviet Satellite Burn Up
An explainer contrasts budget authority with outlays in Reagan era spending, using defense and energy as examples. It notes how total defense outlays differ from defense authority and illustrates with a home budget analogy. Also reports a Soviet satellite fragment reentry over the Indian Ocean, with about 200 pounds of fuel believed to pose minimal debris risk.
