Clinton and GOP seek cooperation amid competing agendas

President Clinton and Republicans say cooperation on balancing the budget is needed but their opposing visions and power bases promise clashes ahead. Clinton seeks more Medicare and education funding with less drastic tax cuts, while Republicans push a smaller activist government. Both sides aim for a 2002 balanced budget as investigations loom and the economy strengthens. House Leader Armey signals a conciliatory tone and that Republicans will not revive efforts to abolish funding shifts.

New testing plan may cut number of Maryland graduates

ANNAPOLIS AP Critics fear new requirements to pass exams for graduation could sharply reduce diplomas. A report to the State Board of Education projects half of students failing one of 10 tests in year one and 20 percent in subsequent years. Officials weigh less rigorous starts or delayed adoption as reforms improve performance. Board President Christopher Cross says multiple testing opportunities may prevent diplomas, while some fear higher dropout rates. Concerns about curriculum shifts and a state mandated program add to debate.
