Clinton sends 1.77 trillion budget plan to Congress

President Clinton sent a 1.77 trillion spending plan for 2000 to Congress, aiming to boost Social Security and fund initiatives from child care to the Pentagon. The move starts a likely clash with a Republican-led Congress over priorities as Republicans seek broad tax cuts while criticizing spending. The plan projects a record 117 billion surplus and 2.41 trillion in surpluses over the next decade, with five volumes released in a new era of projected surpluses. Republicans campaign for a 10 percent across the board tax cut to return at least 600 billion to taxpayers, arguing against more federal programs.
