Moratorium on uninsured S&L mergers imposed by regulators
Federal regulators halt stock conversions in mutual savings and loan mergers with banks to protect depositors and curb insider windfalls. The Office of Thrift Supervision will keep the moratorium until rules are drafted and seeks FDIC alignment. The move targets stock conversions, not standard mutuals offering public stock. Expect continued scrutiny of conversions and mergers among S&Ls.
