Pre-Rationing Comments Denounced by Consumers Counsel
Washington December 27 A protest against advance announcement of food rationing plans came from Donald F. Montgomery head of the Agriculture Department consumers' counsel. He urged rationing of all foods except certain staples to start at once to curb waste and hoarding and cautioned that no rationing details should be revealed early to avoid tipping off speculators. Montgomery resigned December 31 citing lack of a consumer spokesman in the new setup and warned millions of families need help buying rationed foods at high current prices. He urged government subsidy of wartime food costs, expansion of food stamp and school milk programs, and diversion of skim milk from cattle to human use. He warned unless plans assure fair distribution, the policy could become a political issue with disastrous results. Senator Nelson R. Mninn criticized the government for encouraging production without price incentives.
