State to close juvenile jail at Cullen Academy
HAGERSTOWN AP The state will end the juvenile jail program at Victor Cullen Academy by August and shift most youths to community based supervision instead of renewing the contract with Correctional Services Corp. The department will split Cullen's 9.2 million annual budget between two programs to reduce confinement while keeping public safety. 60 to 80 percent of youths will be supervised in communities by counselors handling schooling after school activities and mental health needs. Up to 24 cottages may be used to house youths deemed mentally ill or hard to manage in the community. Monitors at Cullen will rise from six to 24 until the contract ends June 30, after safety and staffing concerns were found. Correctional Services of Sarasota paid a 610000 penalty in August for failing to meet contractual obligations.
