Nosy Urbana Pike resident helps free abducted officer
Dewayne Phillips, who describes himself as just nosy, heard cries for help near his Urbana Pike home and confronted a man handcuffed to a tree. The victim, off-duty Baltimore City police sergeant Robert T. Matuszak, had been robbed and abducted from Eldersburg and driven about 40 miles to the woods. Phillips and neighbor Ruby Hardy alerted 911 as authorities pursued the disturbance, and Phillips tried to unlock the cuffs with a key that proved ineffective.
