New Manpower Plan Aims Five Million Reserve By 1959
The Defense Department released a plan to create a five million man reserve by 1959 with three million ready for call and two million in secondary mobilization. Active forces could drop about 468,060 to 2,700,000 by June 1959, while all but standby reserves would train regularly. The plan includes two reserve categories the Service Callable Reserve and the Selectively Callable Reserve, with National Guard state and federal roles preserved.

Defense plans new reserve pools and draft extension
Combat veterans of Korea and other conflicts would gain first placement in a new reserve, with personnel largely drawn from those who completed their obligation in the Service Callable Reserve. A second reserve would include men eligible for the draft and fit for service. The draft law expires June 30, and the Defense Department plans to seek an extension and higher pay for service members.

Ice Cube Surgery Saves Woman Life
A Silver Spring Md housewife, Elaine Spencer, underwent a rare operation using cooling to lower body temperature and reduce oxygen needs. Surgeons blocked blood flow through the heart for eight minutes to repair a membrane defect between the heart’s upper chambers, enabling a nearly bloodless field. The Dec 5 procedure, conducted by Providence Hospital and NIH teams, aims to extend heart function by controlled cooling.
