A North Carolina district special election yields Democrat Clyde Hoey defeating Republican John M. Morehead for the seat vacated by Yates Webb, the appointed federal judge. The result does not materially alter the balance of power in Congress.
Berlin December 17 Prussian Minister of the Interior Dr Hein warned the Prussian diet that revolutions may erupt this winter and that authorities are prepared to deal with any upheaval. He stated the government knows how to handle such disturbances and urged vigilance.
The House Post Office Committee asked newspapers to reduce newsprint consumption by ten percent for the month to ease shortages. It urged voluntary cooperation from publishers to avoid government action.

By the Associated Press German reports say 43 workers were killed and more than 100 hurt in a depot blast near Wilhelmshaven yesterday as shells were being unloaded. The explosion caused extensive casualties and damage.
