County seeks liability shield on state grant pass through
Frederick County commissioners seek a method to participate in state grants for local service groups without liability for misused funds. The Health Department, previously the grant conduit, will not be liable for unapproved expenditures. Gale House Inc suggested a 10 percent reserve to cover potential misuse, while officials weigh direct state applications to avoid county liability but risk losing local control. The issue returns in January.
