FBI Agent Addresses Lions Club on Police Staffing
FBI Agent in Frederick says law enforcement must attract competent people by improving pay and training. Edward Powers notes current graft risks where training is poor and departments lack support, and calls for more personnel to meet a crime rate rising four times faster than population. He cites a 96 percent crime increase in a decade, with about 5 percent of under 18 driving much of the rise. A Baltimore arrest involved a four year effort after a threatening letter to Attorney General Kennedy.
