The Associated Press reports that restrictions on supplying coal to foreign ships were relaxed to permit hundreds of vessels to depart after being held at Atlantic ports. In Chicago, coal use rules were lifted and the industry moved toward normal as miners return to work. shipments from mines began to reach distributors within days.
The German Peace Delegation handed Germanys reply to the entente note to Paul Dutasta secretary of the centerance in Paris. The German press forecast called the reply substantially correct, noting reservations on the sinking of the Scapa Flow fleet while appearing to yield to Allied demands.
Cold weather blankets the southeast today with frosts across the region except southern Florida. Temperatures will stay low tonight along the Mississippi River and into Florida. Central Florida to see continuing freezing conditions.

Washington December 15 The State Department directed representations to the Mexican government regarding the kidnapping of Fred Hugo an American manager of a ranch near Mazatlan by Villistas last week in the latest incident prompting U S action toward Mexico.
The Supreme Court today declared wartime Prohibition constitutional in a unanimous decision. It leaves undecided the constitutionality of the Prohibition enforcement act but Brandeis noted the constitutional amendment binds states as well as the federal government. The ruling marks a milestone toward a dry nation as the Prohibition amendment becomes effective January 16, with implications for breweries, distilleries, and about 60 million gallons of whiskey.
