Delegate Charles E. Collins proposes hiring a full time county manager to run daily operations and limit commissioners to policy making. He questions raising salaries to make commissioners full time and cites Frederick City as a model.
Governor Tawes appointed a seven member committee to study the Baltimore Police Department after charges of mismanagement and inefficiency were raised by the Baltimore Sun. An organizational meeting is planned for this week.
County leaders plan a joint session with state legislators to seek a $5 million bond authorization for a two stage county school construction program and to raise County Commissioners salaries to 9000 a year plus expenses. The meeting will be open to the public in Francis Scott key hall tomorrow at noon.
Middletown town council expected to adopt a resolution to form a planning and zoning commission. Mayor Floyd E Stine notes discussions have lasted two months and the move would align Middletown with Thurmont Walkersville and Frederick. Walkersville officials planned tonight's meeting with few agenda details.

The Supreme Court today sustained the public accommodations provisions of the Civil Rights Act of 1964 in cases involving the Heart of Atlanta Motel and a Birmingham Alabama restaurant. Justice Tom C. Clark delivered the principal opinion. The suit was filed by Moreton Rolleston Jr. in Atlanta after the act's signing by President Johnson on July 2.
Dr William Edward Trail 66, a Frederick dentist for 38 years before his retirement, died at Frederick Memorial Hospital. He lived at Wagon Trail Farms near Lisbon with wife Dorothy Gale Trail. A 192b Maryland Dental School graduate, he led numerous dental groups, taught on state committees, and held Mason and Shriners memberships. He served on the State Board of Dental Examiners for 12 years and was active in local civic groups. The obituary notes extensive community involvement and Baptist faith.
Army Reserve Captain Henry Groff of the 589th Signal Company favors merging reserves into the National Guard saying it could boost efficiency and mobilization. He warns about officers near 20 years of service and questions about dissolution, merging, or preservation of rights. Other local commanders fear loss of units and pay, while Defense Department plans project large shifts of reservists to guard units and a potential $100 million first year saving.
Seymour B. Stern of Frederick, a Weinberg and Weinberg associate, was named city chairman of the 1965 Heart Fund Drive. The kickoff for volunteers is Jan 28 at 7 30 p.m. at Calvary Methodist Parish Hall with Wallace Heatwale as speaker. Stern has led the lawyers division before and holds multiple local and state bar memberships.
United States today ordered the ouster of three Soviet embassy military attaches in retaliation for restrictions Russia imposed on three American attaches in Moscow. A spokesman said the three Soviet officers had been declared personally unacceptable here for activities incompatible with their diplomatic status. The spokesman declined to specify the activities alleged.
