South Vietnamese forces with US air support advance into eastern Cambodia aiming at a North Vietnamese divisional headquarters near the Chup rubber plantation. Two columns approach Chup town on highway 7 as US B52 strikes weaken defenses and uncover bunkers and ammunition stores.
The Security Council plans a vote on a US drafted cease-fire and troop withdrawal between India and Pakistan. India has not accepted. Pakistan has, per Indira Gandhi's offer conditioned on Pakistan withdrawing from East Pakistan and Bangla Desh talks. The move mirrors a Soviet vetoed draft, with U Thant and Abdulrahim Abby Farah urging unity and civilian protection.
In Honolulu the United States won major concessions from Japan but not all hoped for. Japan plans to cut tariffs on 30 items by April 1972 and end import quotas on four. auto tariffs could fall if the US lifts a 10 percent surcharge.
Congress nears year end as foreign aid remains the central hurdle. Senate leaders push for a quick adjournment while a temporary aid measure faces a possible delay from senators led by Fulbright Cranston and Sylington. The plan stalls over a six month IndoChina withdrawal condition linked to POW releases.
