Atlantic pact experts laid down final political and military plans for using German troops in Western Europe. The proposal calls for rearming West Germans to form up to one fifth of defending forces, with units limited to brigades of about 4,000 men. Final approval rests with Foreign Ministers in Brussels next week. West German officials oppose rearmament without equality, aiming to replace occupation with a security treaty.
The Boston Red Sox sold veteran catcher George Tebbetts to the Cleveland Indians and then bought veteran backstop Mike Guerra from the Philadelphia Athletics. Tebbetts, nicknamed Birdie, moves to Cleveland while Guerra joins Boston to bolster its catching staff. The transactions were announced today in St. Petersburg Florida.

Mrs Ethel Roosevelt DuPont Roosevelt plans to wed Benjamin Warren Jr an attorney from Grosse Pointe Michigan, after obtaining a marriage license in Wilmington Delaware. She is a former spouse of Franklin D Roosevelt Jr and mother of two children Franklin III and Christopher born from her first marriage.
Dr. Frank D. Worthington has agreed to a temporary role as county deputy Civil Defense director in charge of medical services following the death of Dr. Carroll EB. Registration of health and medical workers in Frederick will occur December 19 and 21 in district centers, under Worthington and nursing chief Miss Clara Steinman. The voluntary enrollment aims to build a pool of specialists for emergency call, excluding certain professions to be listed separately.
Sixteen wounded or frostbitten soldiers are patients at Valley Forge Army Hospital. Ten are Korean War casualties. They arrived via airlift from the Changjin reservoir area after being rescued at Philadelphia International Airport.
Fairfield California December 13 76 American troops wounded in Korea landed at Travis air base on a Pan American World Airways plane with a pressurized cabin. The 76 men were chest wound cases needing cabin pressure control. No suitable military planes were available at the start.
The Board of Education opened bids for a new Woodsboro elementary school and Walkersville additions. Low bids emerged from P R Souder Construction for Walkersville general work, with total estimates around 120 657 including electrical, plumbing and heating. Woodsboro bids proved complex with final figures around 154 000, covering a one story four classroom school at Woodsboro and extensions at Walkersville including a larger auditorium, new furnace and wiring.
A Barnesville home suffered about 200 dollars in damage when attic flames started, likely from a child playing with matches. Upper Montgomery County and Hyattstown fire crews battled the blaze after it was discovered at 9:45 a.m., with neighbors forming a bucket brigade to save the two story frame house.

Both automakers refused, saying the increases were justified by higher costs.
One car sustained damage estimated by police at 300 to 400 dollars in a collision at East Third and East streets about 9 38 a m today. No one was injured. Driver Winfred Eloise Lake of Middleburg was identified as the person in the car with the most damage. The sedan is owned by her father Maurice W Lake. She was eastbound on Third when she struck the left front of a machine owned by Marshall Otis Green of 226 East Patrick Street, who was northbound on East street. Green's car was damaged about the tender. Miss Lake posted 2 50 collateral on a charge of passing a sign.

Master Sergeant Richard Rudolph Beard and Private First Class William Thani Thompson are named in a War Department notice. Pfc Thomas, 23, of Frederick, Maryland, died from wounds received in Korea while serving with the 44th Infantry Regiment. He had enlisted in the Navy in 1945, served overseas in the last war, then re enlisted in the Army. Beard, brother of Gail B. Beard of Smithsburg, was killed in action in the Korean theater.
Jacob Malik of Rus sia accused the United States and Britain of backing a cease fire in Korea only to gain time for a new attack. He spoke to the UN political committee as it weighs an Asian Arab plan for a three man group to negotiate a cease fire.
Several young boys were taken into custody by city police on charges of stealing articles from five-and-dime stores. The items were reportedly returned to the stores. Another county juvenile was taken before the probation officer on theft charges from junk yards and released to his parents.

A Tuesday hearing before License Reviewer Thomas G. Marcin in the Court House placed four drivers on one year probation. Names include John C. Riggles of 25 East Patrick Street with a 30 day license suspension for a second offense under a new minor law, and others such as David B. Crebbs of Frederick Route 3 for failure to identify after an accident with probation, Elvin Keller of Middle Town Route 1 for exceeding 30 mph with probation, Clark Eugene Phebus of 140 West Church Street for reckless driving with probation, Robert Sewell of 183 West All Saints Street for reckless driving and driving without a license with license application denial, Elmer Lee Whims of Burkittsville for speed excess with probation, and Ernest C. Yinger of Frederick Route 4 for leaving the scene and failure to drive to the right with insurance filing pending.
Two runaway boys from Newington Connecticut were taken into custody by the sheriff near Frederick Junction on Route 240 about seven oclock Tuesday night awaiting their parents arrival. They were identified as Robert DePace 16 and Ronald Battistone 15 authorities said they took them into custody when unsure of names. Market Narrow New York December 13 Airlines stocks rose slightly in a quiet session with gains up to 50 cents a share led by Pan American American United and Trans World among others.
