Reformatory Chief Opposes Long Sentences for Inmates
Elmer F. Munshower, former Frederick mayor and superintendent at Maryland Reformatory for Males Roxbury, told a Francis Scott Key Hotel dinner crowd that long terms up to 20 years should not bring inmates there. He noted most inmates are under 20, largely from Baltimore, with a good parole record and a self supporting operation costing $575 per inmate annually.

Waxter Refuses To Quit Welfare Job Amid Critique
Baltimore welfare director Thomas J. S. Waxter said he has no plans to resign after a state commission criticized public welfare policy. Waxter, a former juvenile court judge, noted his 12 years leading the department as Mayor D Alesandro releases the report. The commission study followed a nine month review of Maryland welfare work. The report said Waxter enjoys staff confidence and embodies the department's philosophy. Meanwhile Elm Street School's Junior High Music Club, The Treble Die Glee Club, led by Mrs. Shirley Braungart, delivered a sacred Christmas carol program at the Monday Musicals at Evangelical United Brethren Church with about 144 students averaging 12 years old. The group performed a capella in three part harmony to a receptive audience.
