Protests Over Road Contract Bids By Grove Line Bosses
William J. Grove of the Grove Line Company denounced the bid method before commissioners after learning the Mause firm won the road contract at 42.50 per ton. The seven men named as commissioners included Andrew D. Arnold Harmen Stein Lee Tutus Town Titus C E Ausherman Charles Wolfe and William Bel W. J. Grove criticized the award process as bids were reviewed for lowest price and contractor qualifications.
