Carroll zoning plan faces state opposition over $400000 in preservation funds

Carroll County commissioners split on a zoning law that would allow one residential lot per three acres and permit transfer of development rights from conserved land to agricultural zones. State Planning Secretary Roy Kienitz warns the measure could cost over $400,000 in preservation funds and endanger certification if not repealed by January 15. Del and Frazier defend the ordinance as farmland protection, while Walsh seeks repeal. A Tuesday meeting with planning officials and preservation groups aims to finalize implementation details.
