A trace of snow and freezing temps caused a string of about 170 accidents by 8 am on the Baltimore Beltway and Jones Falls Expressway, with 12 more on area bridges in Frederick. Roads became hazardous as 24 degree lows gave way to rain with rising daytime temps into the 50s and 60s.
Fire units from The Independents United and Juniors battled a house fire at the Masser farm on East Patrick Street after 10 a.m. Fire Marshal Charles Mack said the cause was undetermined. No injuries were reported, though two persons were initially listed. firefighters rescued a kitten and two dogs from a second floor bedroom as flames damaged furnishings and upstairs rooms.
The Frederick Community College Veterans Grievance and Recommendations Council will meet with top Veterans Administration officials from the Baltimore region on Tuesday at 11 30 a.m. in the college board room to protest veteran treatment by the VA. A spokesman says the VA harasses veterans by late or missing education benefit checks. Continued on Page A 5.

City officials indicate Capt Richard Ashton 29 a favored choice for police chief as aldermen pledge to reject any mayoral nominee other than Ashton. Mayor Ronald N Young plans to announce at the December 11 board meeting as the process awaits alderman approval and retirement notes in January.
The circuit court action involved Judge Samuel W. Barrick overruling two defense demurrers in Margaret T Russell's petition to force a city vote on building a fire hall on the former Howard Stup property. The paper misnamed Judge Robert E. Clapp Jr and misstated the ruling as upholding the petition. the decision merely allows the case to proceed to the next court step.
The Dow dips and trading remains weak as investors await direction. Amid market chatter, Aldermen Brady and Burker express open minds while McClellan and Hiltner back Ashton. City officials discuss whether to nominate Ashton to succeed the retiring police chief, a favored protege of the longtime chief.
Frederick will keep one paid ambulance service as the Junior Fire Company announces it will not seek funding for a paid ambulance crew. The decision ends a six year struggle while city funds currently support United Fire Company personnel.
Donald McIntyre of Bethesda buys four North Market Street properties including the Edgewood Hotel to restore brick townhouses. Frederick Preservation Advisors and Operation Town Action spur activity as Staub Building receives paint and new trims. New businesses eye vacant storefronts, with McIntyre noting profit enables preservation.
