State adopts mixed funding plan for MSD schools
The proposal would give counties 75 percent of education aid while schools match per pupil spending for the remaining 25 percent. Aid would be based on four year average enrollment with only 20 percent of changes counted. MSD would face increased oversight, quarterly reports, and final curriculum authority remains with MSD Board. A new deaf program would be funded separately. The plan awaits a bill in the General Assembly and a signature by Gov. Glendening.
