Leonard said franchised dealers dominate only a third of a 400,000-strong service network, down from 43 percent in 1954, and urged reforms to reduce dealer dependence on manufacturers. He called for easier franchise terminations, expanded dealer service facilities, more mechanic training, and FTC inquiry into anti competitive parts distribution. The hearing also touched on warranties, and a call for independent inspections and certified stations for vehicles.
