Clark a 47 year old Hagerstown resident described as the banker of the numbers game in Frederick county was fined 1000 in Circuit Court today after pleading guilty to operating a lottery He paid in 100 bills and was warned any repeat would bring another 1000 fine and possibly a year in prison State's Attorney described three runners Danny Bell John Hughes and Danny Fisher who collected bets locally The scheme used three races to determine a 15 number payoff with odds of 1000 to 1 and payoffs at 500 to 1 The case linked to a wall safe break in East Church street and a police investigation revealed numbers slips inside Clark had two prior local convictions for vice and gaming and his attorney sought leniency
