Tramps and Pensioners Debate at Maryland Conference
At the second annual Maryland Conference of Charities and Corrections in Baltimore, leaders debated handling tramps and the homeless, and county outdoor relief for pension improvidence. Rev. Henry F. Eloman warned against indiscriminate giving and urged unified church state and public action to help self-reliance. Daniel M. Murray criticized existing pension systems and proposed county labor farms led by an unpaid board with a paid agent to assess needs and guide relief. A central state convention would align counties on a uniform charity plan.
