Baltimore transit funding clash shapes 1983 road and rail plan
In Maryland, Gov Hughes pushes a four cent gas franchise tax to fund the Transportation Trust Fund with most revenues earmarked for roads and the Baltimore port. He prioritizes nine road projects for 1983 while the Baltimore subway faces funding shortfalls as federal support wanes. Maryland explores shifting federal interstate funds to support the MTA, potentially cutting the state share from 20 to 15 percent. Weighing options include converting the subway to light rail, canceling orders for 100 subway cars.
