Maryland posts 1986 surplus driven by taxes and lottery
Maryland state comptroller Lous L. Goldstein announced a general fund surplus of about 14.3 million dollars for fiscal year 1986, aided by lottery revenues and growth in income and sales taxes. The $8.2 billion budget benefited from 4.16 billion in general revenues, with tax relief possible after federal reform. The surplus stems from higher sales and use tax receipts, strong corporate and personal income taxes, and net lottery proceeds of 23.4 million.

Maryland Faces Windfall Tax Reform Uncertain Deductions
A Maryland legislative committee heard that federal tax reform may yield far less windfall revenue than anticipated. Analysts project capital gains changes will drive most gains, with higher earners over $50,000 and middle earners affected. Montgomery and Frederick counties stand to gain unevenly while a broad state tax cut could shrink local revenues.
