Rights Legislation Put Aside
Senate leaders abandoned for now efforts to extend the Civil Rights Commission for two years. The plan to attach the extension to a $761 million State and Justice appropriation bill stalled amid a parliamentary tangle, with Southern opposition and riders on civil rights measures increasing the deadlock. Democratic Leader Mansfield proposed laying aside the appropriation bill and riders to move a military construction measure instead, but the rule suspension required a two thirds vote. The Civil Rights Commission, created 1937 and extended in 1959, would expire November 9 without the extension. Southern senators argue the extension aims to win Negro votes, opposing additional civil rights riders.

AF Colonel On Trial For Negligence
At Stewart Air Force Base New York an Air Force colonel faced a court martial on neglect of duty charges stemming from the Texas Tower collapse near the New Jersey coast that killed 28. Col William M Banks, previously boastful of exoneration, is accused of ignoring storm threats failing to stay in touch with the tower officer and not preparing for rescue. The old shaky tower supported radar gear and was one of three offshore warning posts. The storm sank the structure and radio contact was lost with wreckage still underwater.
