Washington County Public Library broke ground in Hag erstown for a 220000 building with a 100000 endowment offer from Baltimore native Benjamin F Newcomer. Despite opposition and slow fundraising, construction proceeds as officials praise the project and urge active public use and a trained staff to maximize the librarys value.
