Washington August 21 The Senate Commerce Committee received a treasury drafted bill to create a corporation to buy and operate American ships during and after the war with ten million dollars in stock, most government owned. It would issue four million six hundred thousand dollars in Panama bonds to finance the venture. Also the administration measure for government insurance on American vessels and cargoes abroad was favorably reported. Rome August 21 a dispatch says French fleet and Montenegrin forces bombarded the Austrian port of Cattaro on the Dalmatian coast, destroying a fort. London August 21 Colonel J E B Seeley former secretary of war has joined the British expeditionary forces on the continent.
