Chinese regular divisions number eleven engaged in a three front offensive to seize north China from Japanese control. Parallel columns drive on Peiping and Tientsin while another army blocks in the Great Wall pass near Nankow.
Harry T. Phebus, 126 West South Street, entered a local sub-station Thursday night and was charged with drunken and reckless driving. State Officer J A White said Phebus was too drunk to walk straight after admitting striking a parked car. Bond set at 8100 before Justice Waller Linn for a Wednesday hearing. A city employee, Harry Haines, accompanied him and reported Phebus had struck Haines’ parked car earlier, with three vehicles sustaining damage near Washington Pike south of Frederick.
Maryland motorists lag in re registering under the 1937 law. Motor Vehicle Commissioner Rudy says about 60 000 drivers have paid the $1 fee while roughly 400 000 more must register by December 41 this year. Re registration forms are available at all garages.

Westminster Maryland became the second city to enact a municipal picketing law modeled on Cumberland's ordinance. An American sailor Freddie John Salgent of Raceland Louisiana was killed when the cruiser Augusta was struck by an anti aircraft shell during a fierce eight day battle along the Whangpoo river in Shanghai. Eighteen other crew were wounded as Chinese air raids and Japanese fire blasted the city.

House accepted a conference report on the revised sugar control bill and approved minor Senate amendments to the tax loophole measure sending both bills to the White House. The Senate debated the 130 million third deficiency appropriation bill as the House tried to clear its calendar for a private bill session and adjournment remained possible.
Black's office says he took an oath of office as a Supreme Court justice before Senate financial clerk Pace. Pace administered a simple declaration for federal officers, granting a $20,000 pay. full judicial oath by clerk Cropley awaits October term.
