Maryland's 10 year reform effort continues despite likely shortfalls toward the 2000 deadline. State Superintendent Nancy Grasmick urged ongoing progress, citing a 70 percent target and current 44.1 percent pass rate, and stressed teacher quality and professional development as key drivers. She spoke at Mount St Mary's College during three days of workshops hosted by Frederick County Public Schools. A $15 million US Education Department grant was announced to fund local reading and tutoring programs, to be passed to districts. The event attracted about 650 registrants with 100 attendees from school system and colleges.

Church Officials Foil Scam Attempt In Mount Airy
Mount Airy church officials thwarted a scam when a man posing as a pastor asked for 190 dollars to aid a relative stranded on I 70. Deacon Wayne Elworthy approved the request then alerted police as the suspect traveled to the church. Maryland State Police arrested the man when he arrived at North Main Street and Ellis Road. The man admitted calling the church under false pretenses and would not identify himself. Continued on Page A 10.

Coach avoids jail in animal cruelty case at Middletown high
