Frost Belt states with surpluses are moving to cut taxes or refund funds as the economy boosts state treasuries. Delaware Michigan and Pennsylvania enacted income tax cuts while Ohio plans $7 refunds from a $55 million disbursement. Other states consider relief, but many in the South and West raise taxes or fund education with new levies.
