State Nursing Homes Due Closer Inspection
Maryland health officials plan a major reorganization of the Health Department to strengthen nursing home inspection and licensing. Assistant Secretary Dr. Matthew L. Tayback said the changes, aimed at improving care standards, will place licensing in his office while creating a new agency for inspection and enforcement and chronic disease hospitals oversight. The move, expected this fall, could add 5 to 10 inspectors. Public complaints cited shortages of personal attention, linen care, bedsores, and cleanliness of food.

No Verdict Decisions Invalid in Maryland Case
Supreme Bench Judge Solomon Liss ruled Maryland municipal courts cannot grant probation without verdict without the accused's consent. He remanded the Poly High case and noted only Maryland circuit and Baltimore Criminal Court require consent for probation without verdict. The judge said the municipal by pass denies appeal rights and underscores state use of verdict free probation to avoid criminal stigma.
