Maryland seniors to face two proficiency tests for graduation
By 1987 Maryland will require seniors to pass two additional proficiency tests beyond reading to earn a high school diploma. Project Basic led by Petre will expand tests in reading writing and broader skills while keeping existing course-credit requirements. The plan aims to identify reading deficiencies and measure school performance down to the building level, with exemptions for most severely handicapped students.
