U S League Plan Sent to Senate
President Wilson informed Senator Lodge that he cannot provide documents from Paris on the German peace treaty negotiations without bringing the entire Paris papers. He sent the informal draft of the league covenant and the commission's formal report, rejecting disclosure of Bilas’ Shantung letter. He said there were no confirmed Japan Germany talks, and no known attempt by Japanese delegates to influence Chinese delegates. The draft American covenant differed from the Paris version on several points, including arbitration and disarmament provisions, and included a council and assembly plan with no withdrawal clause.
