The United States pressed diplomacy to slow the Cyprus fighting and push toward a permanent peace. President Johnson cabled Greek Turkish and Cypriot leaders as U N Security Council calls for a cease fire and Geneva talks continued with a 6th Fleet on standby.
In his first encyclical, Pope Paul VI says he will help seek honorable solutions to disputes threatening peace within limits of his ministry. He proposes education toward peaceful relations and endorses dialogue with non Christian religions to defend common ideals.
In New York and across the nation mourners gathered for separate services and an outdoor rally to honor white civil rights workers Andrew Goodman and Michael Schwerner and Black colleague James Chaney. FBI found their bodies near Philadelphia Mississippi after they disappeared June 21 during a drive to register Black voters. James Farmer of CORE called the killings a tragedy of an evil society killing its conscience.
U S Rep Charles Mc Mathias of Maryland concedes he is spread thin across the Sixth District and defends spending more time on Montgomery County issues than Frederick County concerns. He notes Congress members face nationwide strain and cites district size as diluting votes, comparing Maryland districts with eastern shore districts.
A House Commerce subcommittee plans to advance a bill to standardize the U S time structure. The proposal would create four traditional zones plus a new Atlantic zone off the East Coast and set uniform clock changes yearly to end mixed standard and daylight times.

The House Committee on Un-American Activities links Communist propaganda campaigns to the Kennedy assassination but declines to decide if it was a lone act or a conspiracy. It notes a Warren Commission expected report concluding Lee Harvey Oswald acted alone. The panel urges a federal crime statute for presidential assassinations.
Herbert Hoover turns 90 as Congress and the President honor him. Once discarded by party and nation, the former president receives heartfelt tributes while his health declines. He now spends days with two secretaries and limited public activity.
Turkeys air raid on Polis near Nicosia sparked fear amid a UN Security Council cease fire push. Greece cited a mix up in Turkish orders for the Polis strike and 10 people were wounded. The Turkish cabinet signaled consent to the cease fire only if Greek Cypriots halt attacks. The Greek Cypriot government says it ordered a unilateral cease and Makarios pledged full respect for the UN resolution. No ground fighting reported in the Polis-Xeros area. The Soviet Union warned Turkey amid escalating aerial strikes, now into a fourth day.
The Italian Senate declared President Antonio Segni incapacitated after a cerebral stroke and appointed Senate President Cesare Merzagora to assume duties, under constitutional provision. Segni, 73, is partly paralyzed with impaired speech, and a medical bulletin confirmed the condition. He was elected May 6, 1962 for a seven year term.
Frederick Memorial Hospital administrator P David Youngdahl backs a Maryland commission report linking rising hospital costs to higher Blue Cross rates. The report cites wage growth as a driver and foresees ongoing price rises. Public discussion includes Baltimore official Pressman Tawes debate and Blue Cross responses.
