Frederick contractor T Edgie Russell Co submitted the low bid of 127 157 07 for runway and taxiway improvements at Frederick airport. The project includes pavement thickening to 30 000 pound capacity, manhole work, fencing, and seeding with completion in about six weeks, largely funded by federal and state sources.
Dr. Edward A. Condon resigned as director of the National Bureau of Standards citing financial sacrifice. President Truman accepted the resignation effective Sept. 30 with regret. Condon will join Corning Glass Company as director of research and development at its laboratories in Corning New York.
The Atomic Energy Commission will start a new series of small explosions Aug. 15 at the Indian Springs testing ground to obtain data on atmospheric conditions during test operations and to study temperature inversion and upper wind effects on blast waves. The blasts are described as small amounts of high explosives, not necessarily atomic in origin.
William Mertzeis a 23 year old steeplejack from Pittsburgh fell 175 feet from the top of St Joseph's Catholic church in Everson Pennsylvania. He lost footing about 25 feet from the summit and rode a rope partway down before the line ran out 40 feet from the ground leaving him in fair condition.
Cool air from the north central region eased heat in parts of the southwest including northern Texas Oklahoma and Kansas though seen as temporary by forecasters. The Texas heat wave has killed 17 people in two weeks with four deaths reported yesterday as temperatures topped 100 degrees in many areas. Presidio recorded 111 the nation’s hottest spot while Calumet Minnesota and Duluth posted low readings around 40 to 46 degrees.
Ruth Gillespie, a 16-year-old from Chesterville, won the Maryland 4-H club dress review held on the University of Maryland campus. Sixty contestants competed, with Ruth earning a free trip to the national 4-H Congress in Chicago next November for her sewing and modeling.
A government spokesman in Pusan said more than 400,000 North Korean refugees fled to South Korea in the past two weeks. Clarence Ryee noted 270,000 arrived through Allied lines and 150,000 by sea, mostly from the Chorwon Kumhwa Yanggu corridor, seeking to escape Communist rule. He estimated 4,000,000 northern refugees now in the south, including 2,000,000 who fled before last year’s war.
Annapolis August 10 Governor McKeldin and his family will begin a two week western train tour described as a poor man’s tour. He will join about 150 companions in Chicago for the group trip and says he aims to be a one man Chamber of Commerce distributing literature about Maryland.
Kendallville Indiana August 10 Mayor Robert Moses ordered city police to comfort children waiting outside taverns until 3 a m while their beer drinking parents are inside. Parents face reprimands or neglect charges.
Frederick civil defense authorities and Red Cross disaster staff led a morning session for Junior Red Cross Adult Leaders at Hood College. James L. Feiser outlined mass care and self help to reduce hysteria, noting communities would face mass confusion after an attack and must be ready to aid bombed areas and run long term rehabilitation. A panel then tied Red Cross services to civil defense with George Nevin, Betty Gwaltney, Elsie Topp, Marjorie Howard, Dudley Gordon, Joseph Graham, and Ellen Jones contributing.
The Real Estate Board of Frederick elects Gillmore as president for another term and reelects R. Flautt Jr as vice president with Gordon W. Spurrier named secretary treasurer. Edwin Stoffer declines renomination. New associates Horace Alexander Edward Farnsworth Ruhland Boyer join, and discussions address rent control letters and advertising practices by brokers. Cowpens South Carolina officials led by a senator a congressman and the Marine Corps League plan to ask a Winchester judge to approve their demand for the remains of Revolutionary War General Daniel Morgan. Walter Funk of 65 South Market Street was injured when struck by a southbound car on South Market near All Saints Street at 12:55 pm He was taken to Frederick Memorial Hospital with a fractured jaw and facial lacerations. The driver Norman F Sier of Tramsville remained at the scene and no charges were filed pending investigation by Officers Harry Quinn and Arnold Simmons.

Health officer Dr. Forbes Burgess notes widespread reports across the county with children most affected as outdoor activity becomes uncomfortable. Forecasters cite a 92 degree afternoon and lingering humidity while a cool air mass edges in from the north delaying cooler relief. Water supply remains steady despite warm nights and ongoing plant openings.
Moscow reports say American newspapers are alarmed by Nikolai Shvernik's plan for a five power peace pact. The State Department rejected the idea citing the United Nations, while Soviet editors question why the United States resists a pact with Russia China Britain France and the United States despite mutual friendship notes.
A morning two car collision in New Market injures no one and causes about 275 dollars in damage. The 1942 Pontiac driven by Gideon L. Bussard pulled from an intersection into a westbound 1949 Dodge driven by Robert L. Scott. Bussard cited for failure to grant right of way. Scott cited for driving without an operator license.

Guilty parties include Guy Watson True Flintstone Bernard Harrison Mt Airy and Franc Beck of Washington each fined 10 for improper passing. John W. Rucker of Delaplane Va fined 10 for reckless driving Otis C Diggs of 118 Ice street fined 5 for operating without registration Clyde Warnick Rawlings faced 5 for exceeding 50. Troopers H P O Brien and James H Rouzee made the arrests. Washington senator Douglas urged better qualified federal judges in opposition to Truman picks in Chicago.
Washington reports the U S may send more than six divisions to Europe amid defense funding fights. Congress rebukes six division limits as Connally hints at Senate tests. House approves a large foreign aid bill with major changes and calls for a united administrator over aid programs.

A head on collision between a 300th Marine troop train and a Louisiana and Arkansas passenger train near Simymsport Louisiana killed at least five people. The wreck occurred about 7 a m in a swampy area 60 miles north west of Baton Rouge. The Southern Belle passenger train bound for New Orleans and the troop train bound for San Diego suffered fires and derailments. Casualty numbers varied as rescue teams evacuated the injured to area hospitals.
Akron Aug 10 The 141 youngsters who will compete in the soap box championship tested their racers on Derby Downs. A brass band police escorts and drum majorettes welcomed the entrants aged up to 45. Orlando Florida boy 12 year old John B Jones arrived with an ambulance and 13 support vehicles and his trip carried citrus fruits and marmalade for a victory banquet.
U N forces report heavy air strikes on Pyongyang with B 29s and fighters targeting command posts and rail yards. Fifth Air Force sorties include 238 Friday flights under overcast skies. Allied ground actions include a strategy hill in Eastern Korea with limited westward attacks.
Senator McCarthy proposed a committee headed by a good Democrat and led by Senator McCarran to resolve his feud with the State Department over Communist accusations. He named 26 Department officials as charged with Communist activities, drawing sharp rebukes from leaders and officials who called the move smear tactics.
Weather outlook clouds out the Perseids meteor shower as observers struggle to view the annual display. Hood College astronomer Miss Leah Allen says best viewing after midnight with potential gains when the moon sets, though conditions remain uncertain and meteors will not provide a continuous show.
New York reports that electronic robot bombardiers with high accuracy have been shipped to an Air Force base in Korea. Tests show performance surpassing human bombardiers, with the machine able to guide bombers from up to 200 miles away. Washington is expected to answer questions about the program.
In Korea on August 10, U N armistice talks stalled as North Korean Lt Gen Nam Il and the five Red generals refused to discuss any point except a buffer zone along the 38th Parallel. The U N called the Red party adamant after a five day break and a four hour session.
Washington reports the M-4A order from the National Production Authority allows self authorization for small amounts of steel copper and aluminum needed after Sept 30 for new homes. Builders may start now if within limits. larger needs require prior authorization under CMP rules beginning Oct 1.
