Norfolk busing dispute may reshape city schools
Norfolk debates ending court ordered busing as Nelson and Earean White with five children back neighborhood schools. They oppose long bus rides to schools near the Norfolk Naval Base amid broader 1980s desegregation tensions. The case follows a 1983 board plan to redefine elementary schools into neighborhood schools, delaying implementation to 1985 pending appeals. Experts see potential national precedent while noting local factors, demographics, and funding concerns shaping the outcome.
