City fights flood aid audits over 1976 disaster costs

Auditors planned a four day review in July, then were postponed. Magaha has a thick file of receipts and insists 90 percent of a 395,426 Army estimate should be paid under a flexible funding policy, while FEMA cites need for supplemental estimates and stricter regulations.
