FBI arrested four white men in Athens Georgia in connection with the shotgun slaying of Lemuel Penn an Army reserve lieutenant colonel killed July 1 near a rural Georgia route. The men named as Ku Klux Klansmen faced bonds of 25000 each after arraignment before Hawkinson under Civil Rights Act charges. Officials said state murder charges possible if implicated.
