Frederick County Board of Education approved bus route contracts and insurance plans costing about 3000 annually in a 84700 transportation budget review. They also boosted driver pay where routes changed and confirmed county teacher appointments. Justice Emmett R. Bowlus freed 16 year old William Thompson of Centerville on assault with intent to murder Snowden. Snowden testified no self defense. others said Snowden drank and quarrelsome. Thompson said he warned, then fired grazing a thumb and wounding Snowden's side lightly. State's Attorney Bow ers represented the state.

County License Commissioner G Ed Myers refused Norris Brown a beer license, ruling the store selling sandwiches and soft drinks is not a restaurant and the license would not serve public accommodation. He noted neighborhood disturbance risks and pending appeal to the State License Board.
Washington August 5 APV The wage and hour bill, approved by the Senate and House committee, faces opposition from the House farm bloc. They threaten to block rules committee action to prevent a vote this session. The farm bloc also seeks housing measures.
The State Roads Commission will receive bids at its Baltimore offices until noon on August 17 for laying bituminous surface course specification C. on the Emmitsburg to Pennsylvania line section of 1.47 miles and on the Urbana pike from Frederick to Hyattstown for 2.7 miles. Labor will be furnished by the Maryland Employment Service Winchester Hall.
Lydia Nelson admitted unwed motherhood and John Regan as the child’s father in a bizarre kidnapping case over Ronald Horst, 30 months. Regan and Nelson seized the boy from the Horst home to gain possession, Horst had claimed him earlier as his own. The court will decide custody in civil proceedings. the boy to be placed in an orphanage in the interim. Otto Eforst, believing he was the father, appears in the scene alongside Mrs Horst and Donald, his son.
United States consular officials across China organize all Americans for potential evacuation as Sino Japanese hostilities rise. Consul General Clarence Gauss says action is routine, not imminent, with 4000 Americans forming an Emergency Committee to safeguard lives and property. Measures expand to 2000 Americans in Chekiang and Anhwei. other districts begin precautions though many outside North China war zone doubt evacuation is needed.
News-Post staff captured a retouched photograph showing the Big and Little Dippers with a faint trace of Fensk’s newly discovered comet near August 3. The image, taken Tuesday above Shoakstown, indicates the comet’s position for August 3 and 5 with a two minute exposure at F35, the tail not visible to the naked eye.
A Senate House tax committee proposed drastic increases in domestic personal holding company taxes to curb tax avoidance. The plan includes a $100 million eight point program and taxing undistributed net incomes of foreign holding companies as if distributed. Estimated revenue gain runs near 100.9 million, with tighter rules for yachts, estates, personal talents, fake deductions, and other tax-avoidance schemes.
Annapolis Aug 5 CAP Gov Harry W Nice proposes a uniform wage for state roads commission workers. He would begin October at not less than forty cents per hour for those on the state roads system. The Reads Commission can set the scale for main highways, while county commissioners in 23 counties can fix pay for non skilled labor under a 1938 act.
The State Roads Commission advertised bids for six road improvement projects, three in Warwick county and three in Carroll county. Bids open August 17, with Carroll county work covering 12 miles between Deer Park and the Finksburg Gamber state road, 4 miles on Washington Reed south of Fenboy, and 4 miles on the Washington road southeast of Barrett. The note mentions Eskimo regions from Bering Strait to Greenland.
Democratic senators plan a next week banquet to mend party harmony after the court reorganization dispute and wage hour bill. A Western Maryland freight train derailed near Westminster delaying Frederick mail for five hours. The incident caused first morning deliveries to slip to early afternoon as cars were moved back to the rails. The Frederick mail was held at Keymar awaiting the Pennsylvania train at 11 10 a m and distribution finished shortly after noon, said Oscar C Kefauver.
A Peoples Court session opened this afternoon before Justice Emmett R Bowlus in the case of William Hood of New Market charged with attempted rape of 17 year old Mary Catherine Kefauver of near Central. Deputy Sheriff Denver J Shook arrested Hood Tuesday night and jailed him.
