1964 Budget Deficit and Its Causes
The 1964 fiscal year closed June 30 with regular budget expenditures of 97.7 billion and an 8.3 billion deficit. The deficit was reduced from an initial 10 billion estimate by 81.7 billion through 700 million in savings and 1 billion more in tax collections. Defense spent 1.1 billion less than projected, agriculture rose 948 million due to higher feed grains and tobacco production, and banks redeemed CCC loans. Mortgage purchases by private investors were weaker than expected, increasing net outlays on government guaranteed mortgages. The piece argues for a reserve fund to cushion imponderables in budgeting and notes the deficit raises the national debt by 8.3 billion, effectively trading much of the tax cut for debt.
