Russian Move Defeated In Bitter UN Session
At Lake Success on August 3 the United Nations Security Council defeated a Russian bid to place admission of Red China on the agenda ahead of the Korean war. The council instead backed a US motion to discuss North Korean aggression and seek a way to confine the war to Korea. The vote was 8 to 1 with the Soviet Union alone opposing. India and Yugoslavia abstained. United States, Britain, France, Nationalist China, Norway, Cuba, Ecuador and Egypt supported the US proposal. The Russians failed again on a second Chinese question and Malik criticized the council for illegal votes taken without Red China. War of words between US delegate Warren Austin and Soviet deputy Jakob A. Malik marked one of the bitter sessions in UN history as the council planned further meetings.

Incoherent Past Reckoning on War Responsibility
The fragment argues that the past rests on a total and unabashed perversion of the facts, accusing Malik of contending that South Koreans started the war. The readable bits present a partisan critique without clear dates or names beyond Malik and South Korea.

Britain plans defense buildup with US aid to 1952
London reports a three year program to bolster western defenses against the Soviet threat at a cost of about 9.82 billion dollars, contingent on United States financial help. Britain would provide free military equipment to NATO partners while raising defense spending to roughly 10 percent of national income, a move the government says will require sacrifices and delay postwar recovery. The plan totals about 3.4 billion pounds sterling, within the current fiscal year budget of 3.455 billion pounds.
