Gaithersburg Men Charged in Sex Abuses of Teens
Ronald Steven Kemp a 28 year old county baseball coach and Richard Elwood Shockley a 42 year old marketing consultant, both of Gaithersburg, were arrested on July 20 and July 29 and charged with young person mistreatment and sex offenses involving three teenage boys. Detectives warn the case may implicate additional victims across Gaithersburg and Fairfax County, with Shockley once connected to the PAL program and Kemp linked to AMWAY. Seized at Shockley’s home were 31 boxes of sexually explicit materials as police seek more victims who may have visited locations including Kings Dominion or McDonald’s with the suspects. Public tips encouraged at the Montgomery County Police Youth Division.
