Khrushchev Rejects Disarmament Plan. U.S. Britain urged end to tests

Soviet Premier Khrushchev delivered a lengthy note to the White House rejecting Eisenhower’s disarmament terms and insisting the United States and Britain declare an end to nuclear weapons tests. He dismissed open skies and space proposals and urged technical studies as a prelude to broader limits. Washington viewed the letter as a warning that continued U.S. nuclear testing would prompt further Soviet tests. The Tass report and accompanying coverage frame the exchange as a diplomatic clash over arms control amid mutual suspicions.
