Congressional Viewpoint by Senator John Marshal Butler
Senator Butler warns of a Communist octopus shaping world events and Navy safety. He cites Hanson Baldwin on Soviet naval growth, notes U S fleet readiness concerns, and links funding gaps to strategic risk amid Soviet merchant marine expansion. He argues indifference and government pusillanimity threaten national survival.
