Washington AP report on February budget talks between President Reagan and House Speaker Thomas ONeill. ONeill says no give from Reagan while Reagan seeks a bipartisan compromise. Both sides warn of delays unless a fair plan that creates jobs is enacted.

Baltimore corrections officials suspended three guards escorting convicted killer George Green who bolted from custody outside University of Maryland Hospital. Green, who admitted slashing ten restaurant workers, remained at large Monday. City prosecutors warned he belongs off the street.

Police Chief Richard J. Ashton reports a 13.6 percent drop in break ins for January through March 1982 compared with 1961, with 102 B E cases vs 118 in 1981. He credits preventive patrols and longer work weeks, notes juveniles often commit smaller crimes, and lists 31 B E reports in March with several solved and others to be closed, plus a drop in accidents and driving while intoxicated charges.
Frederick County Commissioners may rule on Ballenger Creek Water and Sewer District rate petition before July 1. Mary Williams said a decision could come after May 18 hearings, with 385 residents seeking a 15 percent reduction.
