Maryland first to establish religious liberty says historian
A historical essay argues Maryland, under Lord Baltimore, created absolute liberty of conscience before Rhode Island and shaped American liberty more than toleration. It traces 1634 unwritten common law allowing free conscience, prior to formal acts, and contrasts tolerance with true liberty, noting Rhode Island’s 1636 compact but Maryland’s earlier practical framework.
