Start date for public hearings on the treaty arms plan
Connally flags no decision yet on when to publicize the arms program. A tug of war exists between his committee and the Senate Armed Services panel over who reviews the plan in the Senate. He aims for quick hearings to avoid delaying ratification while noting secrecy might endure until the treaty votes pass. The program, unofficially about 1.25 billion dollars the first year, backs the treaty's peace aims signed April 4 with Canada and 10 other nations. Some Senators demand full details before any ratification vote.
